USPS is introducing Stamp Encore, a contest that lets the public vote to bring back a favorite stamp from the past for reprinting in 2026

The Postal Service is introducing Stamp Encore, a contest that lets the public vote to bring back a favorite stamp from the past for reprinting in 2026.

USPS employees may participate in the contest, which is part of the Postal Service’s 250th anniversary celebration.

The contest will run from Wednesday, July 23, through Tuesday, Sept. 30.

Participants can vote online at the Stamps Forever website or by printing a paper ballot and mailing it in. The website has more information, including a list of frequently asked questions.

Participants can vote as often as they wish.

The Postal Service has selected 25 stamp releases for participants to choose from:

USPS plans to announce the winning stamp at the Boston 2026 World Expo, an international philatelic exhibition, in May.

The NPMHU magazine The Mail Handler has an article titled Focus on Network Changes and Potential Excessing of Mail Handlers. This is recommended reading for anyone in the Mail Handler craft considering the current Postal Service climate. The article can be found in a two-part PDF document as follows:


The article covers items such as "(e.g., veteran preference versus seniority; retreat rights versus voluntary assignments; part-time employees versus employees from other crafts). Given the immense amount of excessing, withholding, and reassigning that is taking place, many issues are arising for the first time, and the contract language simply is unclear. But the Article 12 Task Force continues to be a useful forum for discussing all of these issues, settling some, and setting up
methods for resolving the others.
" The article also references "the NPMHU's production and distribution of a comprehensive paper on the "Rights and Benefits of Mail Handlers Upon Reassignment To Other Installations Under Article 12." This paper was circulated to all Local Unions, and was included in a recent issue of Union Time. The paper covers a host of topics, including how to seek annuity or severance benefits, and how to obtain relocation benefits."

USPS Unable to Justify Outsourcing, GAO Finds
"...The report pointed out that, under the terms of the collective bargaining agreements, when the Postal Service is contemplating outsourcing, it “must consider five factors: public interest, cost, efficiency, availability of equipment, and qualification of employees – and must determine whether outsourcing will have a ‘significant impact’ on work performed by postal employees covered by collective bargaining agreements.”

If outsourcing will have a significant impact on postal employees, the USPS “must compare the costs of performing proposed work with postal employees and with a contractor, notify the affected union that it is considering outsourcing and consider union impact before making a decision.”..."
