Agreement Between the NPMHU and USPS Opens Every S&DC to the Mail Handler Craft

MOU: Sorting and Delivery Centers (S&DC) Staffing

Enclosed is a copy of a recently signed MOU on the Staffing of the Sorting and Delivery Centers (S&DCs) between the USPS and the NPMHU. The S&DCs are a new facility from the Deliver for America Plan that will create large carrier stations by consolidating smaller offices.

As set forth in the MOU the parties agree to allow management to exceed the MHA and/or PTF cap for a period of 120 days from the activation of an S&DC. During this period a jurisdictional inventory per the RI-399 process should be completed. At the end of the 120 days the USPS and NPMHU will discuss the staffing of the S&DC.

November 13, 2019- The National Office is pleased to announce the launch our official NPMHU mobile App. We’ve heard from more and more members that use smartphones to stay connected. They would like to have an NPMHU App to get their information; we are pleased to provide this communication tool. You can access the latest news, updates, events, and information of organizational importance. In addition, the App will access photos and videos that are posted on the website.

The App will also have significant value when it comes to the 2020 Convention. A component of the App will be specific to Convention updates, reports, and activities, but more on this in the coming months. The platform supports iPhone and Android devices. You can now download the App from Apple App Store or Google Play store—simply search for NPMHU and get connected. You can also use your smartphone to scan the QR Code shown on this page to acquire a direct link to the NPMHU mobile App in the App store.

The NPMHU magazine The Mail Handler has an article titled Focus on Network Changes and Potential Excessing of Mail Handlers. This is recommended reading for anyone in the Mail Handler craft considering the current Postal Service climate. The article can be found in a two-part PDF document as follows:


The article covers items such as "(e.g., veteran preference versus seniority; retreat rights versus voluntary assignments; part-time employees versus employees from other crafts). Given the immense amount of excessing, withholding, and reassigning that is taking place, many issues are arising for the first time, and the contract language simply is unclear. But the Article 12 Task Force continues to be a useful forum for discussing all of these issues, settling some, and setting up
methods for resolving the others.
" The article also references "the NPMHU's production and distribution of a comprehensive paper on the "Rights and Benefits of Mail Handlers Upon Reassignment To Other Installations Under Article 12." This paper was circulated to all Local Unions, and was included in a recent issue of Union Time. The paper covers a host of topics, including how to seek annuity or severance benefits, and how to obtain relocation benefits."
